| 内容記述 | 1999年9月21日早朝1時47分，台湾中西部南投県集集鎮を震央とするマグニチュード7.7の地震が起きた．車龍埔断層に沿う震源域はほぼ南北方向に広がったが，集集の北東約40kmに位置する埔里市街ではきわめて大きな影響を受けた．著者らは本地震関係の資料を収集するとともに，2001年2月中旬には特に埔里・集集・台中周辺において被災・復興の状況について調査・観察をおこなった．著者らの一人(李)は，地震発生直後の1999年10月10～12日に被災地へ行き，またその後も2001年6月に埔里市街地を中心に被災と復興の状況を調査した．その結果，土埆建築と角屋の被害が目立つとともに，騎楼が地震に弱いことが確認された．築50年以上の建物はすべて大きく破壊されたほか，新しい鉄筋コンクリート建築で破壊されたものも少なくなかった．著者らの一人(李)による地震発生直前の1999年8月下旬に実施した埔里中心市街地における調査と比較すると，地震後の復興過程で建物の高層化や商店街におけるかなりの業務変化が認められた． | |||||

| 内容記述 | A great earthquake occurred in central Taiwan at 0147h, 21, 9, 1999. The epicenter was in Nantou Prefecture about 40km SW of Puli City with a population of over 80,000. Magnitude is reported to be 7.7, and the damage was the greatest in the history of Taiwan after World War II. Many active earthquake faults appeared on the ground along the long-known Cher-Lung-Pu Fault, causing 2,485 casualities and much destruction of structures including dams and high-rise buildings. The city of Puli was damaged greatly. One of the authors (LEE) went back to Puli on 10-12, October 1999 to observe the ruined city, especailly its central shopping area, since it had been the field of his urban geographical research works including the doctor dissertation (see Regional Studies Vol.43-2,2003). LEE made another field observation about a year later. Another author (LIU) directly experienced the earthquake while sleeping in an apartment at Wufeng on the Cher-Lung-Pu Fault. The two other authors also made observations there in February 2001 together with LEE and others. This report aims at introducing some major findings of our observations. First, the natural environments, especailly geomorphological, of the study area and its surroundings are briefly shown in relation to earthquakes. Second, the destruction of urban stuructures of Puli is analyzed in relation to LEE's former studies. Analyses are shown in words, figures, maps and photos. Especailly notable is a map showing destructed buildings in the central shopping area of Puli with many photos taken only three weeks after the catastrophic earthquake. Third, some recommendations and opinions to/for the desirable reconstruction and urban planning are sugested. | |||||
